Background:

HealthNet-TPO (formerly HealthNet International) has been operational in Afghanistan since 1992. The focus of the organisations global activities is on providing structural health care redevelopment in the transitional stage from complex emergency to development aid. HealthNet-TPO's operations in Afghanistan have three major components; Mental Health, Primary Health Care (the Health Care Support Programme) and the Malaria and Leishmaniasis Control Programme (MLCP).

HealthNet TPO's Malaria Control Program (MCP) refers to the work being undertaken by HealthNet TPO as a sub-recipient of the GFATM Round-5 grant .The grant arrangement specifies that monitoring and evaluation activities shall be undertaken periodically and at the end of each phase of the grant period to measure progress in implementation and its impact on scaling up access to LLINs and malaria control at country level.

 HealthNet TPO takes its responsibility for monitoring progress towards achieving the objectives of the assigned service delivery areas and for producing an “end-phase-1” progress evaluation report on request. In line with the agreement, HealthNet TPO's program policy includes an independent, formative evaluation to be conducted at the end of phase-1.

Evaluation Purpose:

The GFATM Round-5 malaria grant calls for a periodic independent evaluations of its policies, service delivery areas and operations.This informs the CCM about what results are being achieved, what improvements should be considered, and what is being learned: in achieving the set program objectives. The purpose of such a formative evaluation is to gain a better understanding of what is being accomplished; to identify how the program can be improved; and to find innovative ways of achieving GFATM objectives more cost-effectively. The evaluation will be contracted out to an independent evaluator and will be managed by an evaluation committee under the auspices of the CCM.

Value adding from this evaluation is expected to be achieved through more efficient and effective allocation strategies and lessons learned for application in future projects and service deliveries. The evaluation is expected to provide work tools that enable program managers and coordinators to better exercise their roles in achieving expected results. As such, the evaluation contributes to better informed decision-making, fosters an environment of learning-by-doing, and promotes greater transparency and accountability for performance.

Document lessons learned and the way forward for scaling up the activities (knowledge creation, sharing and success stories.)

Technical support and capacity building.

Review whether HealthNet TPO's technical support responds to the program's needs.

Complementarities of HealthNet TPO's activities with partner efforts.

Depict how HealthNet TPO is working with partners at central and provincial levels in terms of advocacy, joint planning, and defining roles in monitoring and evaluation.

Draw lessons learned from this experience.

Equity of access to services and program outputs.

Review the extent to which HealthNet TPO's activities contribute in cross-cutting manner to the broader GFATM policy goals (with reference to different segments of the population(s) where possible.)

In the core evaluation areas the evaluator will:

  • Assess progress made towards the achievement of results at the outcome and output levels
  • Determine if the results contribute to the overall goals and objectives
  • Assess the reasonability of the relationship between costs and results
  • Assess performance in terms of the relevance of results, sustainability, shared responsibility and accountability, appropriateness of strategy design, resource allocation, and informed and timely action.
  • Identify lessons learned and provide recommendations for guidance in phase 2.

Evaluator qualifications and profile :

The evaluator must have qualification in a field directly related to his responsiblities and a minimum of 5 years experience in the implementation and evaluation of similar projects. Familiarity with Project Cycle Management and Logical Framework Approach, cost benefit and impact analysis will be an advantage. Fluency in English is necessary; proficiency in Dari and/or Pashtu is strongly recommended.
