1. GENERAL DESCRIPTION

The Dutch organization HealthNet TPO is a knowledge-driven, non-profit organization that works in areas disrupted by war, disasters and poverty. HealthNet TPO operates in 16 countries with more than 3.000 employees. It provides expert advice and support on rebuilding and restructuring health systems, mental health, health financing and disease control with the aim to create social security in post conflict settings. 

HealthNet TPO strives to enable people to organize their own health care system. This is why local organizations and communities are involved in every step of the project process: defining the needs, developing strategies and monitoring the effects. Furthermore, they are enabled to make the system sustainable by maintaining and institutionalizing it.

The local context determines both the form and the content of the intervention. The first context analysis therefore provides the necessary information for deciding on the modus operandi. HealthNet TPO works both directly in a region, meaning that we implement our own projects and programmes locally, and indirectly, building the capacity of already existing local organizations and local governments. This requires a clear focus on capacity building on all levels with the ultimate aim to increase the local organization's capacity for self-reliance. The local circumstances, however, can differ greatly. In post conflict areas there may be a lack of government structures as well as crucial infrastructure and political, social and psychological problems may need to be addressed during the recovery and rebuilding process.

The Amsterdam head office (HQ) employs approximately 20 FTE's and is responsible for the overall management of the organization. The Operational Department is responsible for contract management and organizational support to the projects, while the Public Health & Research Department is responsible for developing state-of-the-art public health interventions. Capacity building involves all these different responsibilities. Therefore, the Organizational Advisor is linked to the Executive Director's office.  HealthNet TPO underwrites the capacity building theory of the Dutch organisation PSO. This framework defines capacity building on three levels: Human Resource Development (HRD), Organizational Development (OD) and Institutional Development (ID). The Organizational Advisor is responsible for the development and implementation of capacity building strategies and activities- both for HQ and the projects and programmes- ensuring coherence in the interventions. The Organizational Advisor will also provide professional support to senior staff in management development. 

2. CORE RESPONSIBILITIES AND TASKS

  • Sparring partner of the Executive Director and Management Team with regard to organizational strengthening of the field and HQ;
  • Together with HQ and/or programme staff and/or local partners set up and carry out assessments of organizational and management capacity;
  • Provide recommendations for capacity building based on these assessments;
  • Design and implement action plans related to capacity building including areas such as strategic planning, management and financial systems strengthening and human resources management;
  • Design monitoring and evaluation tools related to capacity building;
  • Manage the PSO ‘leerwerk traject';
  • Participate actively in workshops, trainings and conferences to share and disseminate best HRD, OD and ID practices;
  • Provide periodic reports on organizational performance improvement in each local programme/partner organization, lessons learned, impact on targets and performance;
  • Organize trainings and workshops to up-date and further increase HRD & OD capacity of HQ staff, project staff and partner organizations.

3. PROFILE

  • Masters Degree in organizational development, management or equivalent
  • At least five years of experience in providing organizational development assistance to health institutions in the public sector in developing countries;
  • Sound knowledge of capacity building frameworks; familiarity with PSO frameworks is an advantage;
  • Proven experience in organizational analysis;
  • Demonstrated ability and experience in training and capacity building of individuals and teams in developing countries;
  • Strong skill set in management and leadership development in developing countries and in crafting capacity building plans, approaches and tools;
  • Experience in interacting with government institutions and civil society organizations in developing countries, as well as international organizations and other bilateral donors is required;
  • Track record supervising staff;
  • Excellent communication and writing skills;
  • Must be able to work collaboratively within diverse international teams;
  • International travel should be at a level to allow for adequate oversight of field activities, a minimum of 25% international travel is suggested.
